It is considered an alternative synonym for transhumanism, similar to H+ and to lesser extents >h and ∞.
Choice of H* instead of H+
The Transhumanist Party (UK) was informed by the Electoral Commission in the UK that
The “+” in “h+” contravenes a rule against ticks or crosses in UK party symbols.
The substitution of '*' for '+' was a step to respect this legal rule.
